Erkan Oğur (b. 1954 in Ankara) is a Turkish guitarist who plays various types as folklore-inspired music, including ethno-jazz - in solo projects and in the Turkish jazz/blues band Telvin (which can be also included separately, if you decided - I will not create an individual thread for it - here is their only album I know and heard: https://www.discogs.com/release/1715878-Telvin-Telvin).
