I don't recognize him, I'm wondering if that is a particularly short musician, also, that chair is kind of odd.

Judging by the clothes, I would guess he is from the bop, or pre-bop generation, 1940s or ealier. He might also be a blues musician.

I still think that chair is a unique feature, looks like it can be adjusted for height with this extended separate seat.

Looks like there is a separate seat that can be raised or lowered via the scissor type extensions. I did a search for jazz pianist with custom chair and other similar searches, but didn't get anything.
